Leading team



Chairman of ANAPI's Board of Directors since February 2015, Hughes Toto is a Commercial Engineer from the University of Mons Hainaut in Belgium. He began his career in 1998 at the ‘’ Banque de Commerce et Développement ‘’ in Kinshasa. A year later, he joined the Forrest International Group to lead the Cement plant of Lukala (CILU), and as a Deputy Chief Executive  Officer  and Chief Financial Officer of the cement segment in which the Forrest Group holds interests. He is currently a Director of Malta Forrest General Enterprise for the western part (Kinshasa) of DRC. He is also a Board Director at the Commercial Bank of Congo (BCDC) as well as at the Federation of Congo Enterprises (FEC) where he  is the Chair of the National Industry Commission.



Graduated from the Catholic University of Congo (ex-Facultés Catholiques de Kinshasa) in Finance and Development since 2009, Mr MOUSTAPHA focused on Economy and Development. He got several diplomas from Institut Perspectives for SOFRECO Group (Paris) in 2013 and 2014 on Economic and Social Statistics and Introduction to macroeconomic modeling and from IMF and ADB (Tunisia) on Programming and Financial Policies in 2012. He is also holding certificates for attending various modules in Governance Capacity Building Project (PRCG) of the World Bank focused on public investment, growth and human development in natural resource rich countries, Economic management in a developing economy and others. He is currently enlisted in Advanced Studies Diploma (DEA) at the Catholic University of Congo.

At the professional level, he was respectively assistant at the Catholic University of Congo (2010-2012) and a Research Officer at the Economic Outlook and Strategies Unit in the Finance Minister’s Office (2011-2012). From May 2012 he was a Research Officer at the Strategies and Economic Outlook College in the Prime Minister’s Office. From 2013 to February 2015, he was appointed Adviser to the Economic Strategies and Outlook College and Technical Secretary of the Economic Commission in the Prime Minister’s Office. From February 2015 to date, he is Deputy Managing Director of the National Agency for Investment Promotion (ANAPI).

Mr Robert Moustafa published several articles and papers connected with the DRC’s economic sector.
